Problem

public fireworks relate to:

  • a massive production of harmful air pollutants, especially fine dust, at least locally way above WHO standards
  • causing severe injuries, like lost of eyesight, or limbs
  • causing a lot of extra work and costs for the public health service
  • causing a lot of extra work and costs for the police and public safety service 
  • causing fear and posttraumatic stress for refugees coming from a war background
  • causing fear and stress for all kinds of animals
  • causing a lot of trash

Safety Concept

1 Prevention

  1. Everyone producing, dealing, delivering and using products class 1 according to the UN Recommendations on the Transport of Dangerous Goods (including fireworks) must follow the UN and other international and national regulations and have a safety soncept which must be approved to public authorities if asked for. The safety concept can, where suitable, be a preproduced document, but has to be signed in any case by the responsible person.
  1. The product itself (if suitable) and its packaging, and were applicable the transport vehicle, have to be labeled according to the appropriate UN and other international regulations.
  2. The regional authorities must regulate and allow the safe use of Class 1 dangerous good substances and products. Only where there is an official approval for the production, dealing, delivering and or usage, Class 1 substances and products can be used. The regional authorities can give only an approval if the according safety concept has been officially approved, guarenting as much safety as possible for the survival and health of humans, the risk of harming animals and nature and the limited risk of a fire spread.
  3. Where there is a risk of fire spread is unavoidable, a commercial fire service must cover that extra risk. This task can be given to the public safety service if there is a public interest in the use of class 1 dangerous goods like public fireworks due to a local festival.

2. Intervention

The public safety service has to be informed about any production, dealing, delivering and usage of class 1 dangerous goods in their operation area. In case they feel the safety is not covered enough by the safety concepts related to these dangerous substances, they must require higher standards of safety.

The delivery of class 1.6 goods don’t need to be approved if the amount is below the UN and other international and regional regulations.
