In today’s world, new challenges – from climate risks to evolving security threats – demand a broader perspective. Traditional safety measures alone are no longer enough. A holistic approach ensures that threats are not only managed but actively eliminated or at least reduced as much as possible, vulnerabilities are minimized, and responses are coordinated across sectors.

By integrating prevention, preparedness, response, and recovery, Holistic Safety helps decision-makers:

The mission is to establish Holistic Safety Management as a key element of EU governance. I work towards an EU recommendation encouraging all Member States, regions and municipalities to assess hazards systematically, act preventively and ensure clear accountability. The goal is a Europe where safety is proactive, transparent and responsibility-driven – so that preventable harm is no longer accepted as fate.
